Fatawa About delaying making up the missed fasts of Ramadaan till the next Ramadaan

Question:I am 25 years old but since my childhood since I became 21 I wasn’t fasting and not praying.My parents used to advise me but I didn’t care.Now I feel repentant,what could I do?

A question:Is it permissible to eat before hearing the Azan by few seconds as I don’t hear it and the Shia neighborhood have their azan after ours?
